Maybe things will improve, but I still find it very confusing that they didn’t seem to have stock ready to be sent on the day the store went live.

What do you mean nothing has been released from the store? A lot of things have been sold, they just haven't been sent out yet. It's only a month since winner emails went out. And it seems there might have been a second round of emails due to some initial winners not completing the transaction. Would make sense if they plan to send everything out when it's all sold. A bit of a wait for delivery is pretty normal.

There was only one available through GDP from what I recall. So only that one would use the GDP vetting process.

I don't see any problem whatsoever with Banksy selling some of his work to wealthy collectors for market value. Every single other artist does it. Unlike most other artists of his level, he gives us non-wealthy a shot at buying at relatively tiny prices. Is there a single other artist who does that?
Why should he sell everything at a bargain price then watch other people sell his work for enormous amounts of money, for which he gets a maximum of 4%? He does plenty for charity, so good luck to him however he chooses to sell.

They've been quite clear as to why this store was created. Both Banksy and his/her/their representatives have made it public as to why. It is to defend their trademark.
In March of this year the assclowns known as Full Colour Black filed a challenge to one of Banksy's trademarks, presumably testing the waters for other TM disputes. Based on what can be gleaned from the public filings, Team Banksy mounted their first response in June and needed to present examples in each category they filed in to defend the mark. Thus the statement from their attorney that the artist is being forced to create his own line of shoddy (or non-shoddy depending on your view) home goods to be able to defend the mark.
The way trademarks work is you are able to claim your image/name/design only in specific categories. Again, it's why Delta airlines and Delta faucets (as brands) are legally able to co-exist.
Based on the timeline as mentioned above they only had a few months to pull this together. I'm amazed they were able to.
