For those interested, there are at least 3 different types of POW tissue paper out there...I used the lightest weight version, as it has maintained its white color best. It's definitely fragile to work with.

Experimented a bit on a practice frame - all your standard découpage/paper mache/wheat paste approaches. The paper is very thin so any medium that is too thin or “wet” basically made it disintegrate. Ultimately your basic Mod Podge does the trick, handling the affixing and sealing/finishing. Old school arts and crafts!
