I think the trouble here is topic. I mean, "who are the true originators in this scene." The history of art is continuous and interconnected. The impulse to make a visual impact upon the environment is very human and very old. The "true originator" is the first caveman to spit pigment on stone leaving the outline of his hand behind. Banksy's work would be virtually content-less without the history of art, Shepard Fariey's work would not exist without early Soviet propaganda, there would be no MBW without Warhol (in the same way there would be no Warhol, without Robert Hamilton).
That being said, in my humble opinion, I think the most amazing talent lies in the graffiti side of the urban art street, particularly the artists that focus on letterforms. A lot of that, I freely admit, is born out of my love for early abstraction (Kasmir Malevich was a GENIUS!). Graffiti based works combine complex visual improvisation with a depth of meaning I just don't see in work by Mr Brainwash (for example). Pieces created on the street by these artists require a much higher level of technical skill and entail FAR greater risks. Despite being part of the art scene since the 70s, I believe graffiti artists represent the true avant-garde of this scene.

Not too much in terms of aesthetic innovation perhaps, but I struggle to think of too many others who achieve the same degree of communication through simple imagery. I think Banksy was one f the first artists to really connect with a public across all social classes. Does that not count for anything?
Also, I think you might be disregarding a lot of his more recent work by ruling him out as an originator. His animatronix show in NYC was a pretty F-ing original event, no?
