How about " You are only eligible to take part in the Banksy release if you have bought at least 2 prints from POW in the last year" Rules me out straight away!!!

Best system would probably be an email raffle, like previously. Or a purchased ticket raffle like Very Little Helps. (which could also me done online!)

Everyone buying a ticket goes into said raffle. All raffle proceeds go to a charity selected by The Big B himself... say, Royal Bristol Children's Hospital Specialist Eye Unit (or similar).
If you're selected from the raffle you then pay the FULL ยฃ 500 for the print, meaning everybody contributes the same amount to the charity. Winners have got a Banksy print for ยฃ750 outlay, losers (who can obviously afford ยฃ750 or they wouldn't have entered the raffle - unless, of course, they were flippers in which case tough) have forked out ยฃ250 by way of giving something back to someone who's art they've loved (and admittedly paid for) over the years.
There will also, of course, be a comprehensive email list of those who didn't win and it might not be unthinkable that some unsigned but limited edition print might be made in recognition of their donation... a 'petrol bomb' type of affair, in which case it would be unflippable (as you've already paid ยฃ250 for it) but a ltd ed Banksy to put up on your wall.

I thought similar but with not costing so much for the lottery tickets, ยฃ250 is a lot of money for anyone not minted to give to Charity and I also thought the whole idea of POW selling these at normal print costs is that at least some of them will go to people who wouldn't be able to afford to buy them at the full secondary market flippers value and the right people who appreciate it as a piece of art to put on the wall rather than how much it is going to be worth on eBay or sitting in a portfolio. Also flippers are generally greedy and looking to make money, not give it away, even if it was only a fiver a ticket it would possibly deter quite a few of them if they have to put it up front with no guarantee of getting anything, unlike standing in a queue or pressing F5 when other than a little time it has cost most of them nothing before they know whether they have something to flip or not.
My thoughts below:
Although this cant happen with Banksys next print, as some others have already said, I would like to see future releases go as a lottery to people who are on the POW mailing list, however even this is not a completely fair method as I am sure there will already be quite a lot of people with multiple email address who have registered possibly dozens email address's just waiting for the lottery to happen. So to make it a bit fairer and put off the chancers, I suggest an even better way would be to: make the lottery only available to the mailing list but do it on a paid for ticket system (I suggest a fiver that would go to charity) that would cut out a lot of the chancers and also put a field on the lottery application page that asks for a postcode and house number that must match the debit/credit card or PayPal account address. The lottery applications could then be easily checked by computer to see if there were any matching postcode house numbers and anyone trying it on with multiple email address's removed from the lottery. Although it is not completely fool proof, I think the reduction in applications and the money raised for charity would make it worthwhile.
Alternatives:
1. It might be nice if artists and Galleries looked after their old customers and fans before releasing the rest of their work to the masses (Tom, Dick, Harry and Flipper), I know this does happen to some degree, but possibly not as much as it could do. I know online releases may be considered a fair method were everyone gets an equal chance, but as with the recent Phlegm and Dran releases, I am sure there were many people who have followed and supported artists "before they were famous" only too now lose out to people who are not really interested in the work at all, but what they can make out of those who are. Maybe timed mailshots with oldest customers and contacts first, offering pre-purchase of upcoming releases might be a reasonable idea. However a problem I can see with that is that it doesn't give much chance to people who are new to an artist and really taken with the work
2. I am sure Banksy is not short of a few bob now, so maybe the next print should be donated to a charity to sell as they wish to raise money for a good cause
In the end though no matter what they do to try and make things fairer, the desperate and less well intentioned will always be looking for ways to exploit any system to get an unfair advantage. I just hope a few do go to those who cherish and appreciate it

I would be more than happy to see POW sell them at current values somewhere between 2.5K > 4.5K for new prints. Limit the run to 250 signed.
I may get bashed for this but I don't think the overseas market should get special treatment from POW. Everyone should be treated the same. If your that desperate for a print jump on a plane (I know a few have in the past) it's not Banksy's fault you live overseas in a different time zone.
My money is on a mass release un signed.

Farcical lack of organisation, people getting thumped......

I think for No Ball Games it was announced in the afternoon the day before... Really can't remember exactly, but time for people to come from abroad.
For Choose Your Weapon though the queue started well before any announcement was made, and I think it was finally officially announced about 10PM the night before!
