I believe I recognize that audio from a youtube clip of American's bombing enemy targets from safety at thousands of feet in the sky. After dumbo and the US side, now he turns the page and references the victims position. he chose a dilapidated car (like the one destroyed in the night vision video which the audio is lifted from in this piece) and here comes the evil raiders in the sky with their night vision to reign terror on the innocent and poor by comparison on the ground. the angel references the dead (the targets) and the whole composition was chosen there because it looks bombed out and destroyed. certainly the most powerful piece yet to my eyes and very much using NYC as his canvas to show the atrocities of war. great choice

If it's behind locked gates, and the vehicles belong to somebody, it will be straight forward theft to steal them, and damage to property to tag them... bit of an extra challenge perhaps! 
Also, it's quite a strong message, so any tagger would look like a bigger arsehole than usual...

My feeling as this is an image from the 'inside' it shows the photographer was 'in on it' (which, obviously they were), instead of the perspective of the intended viewer - outside the chained fence.

It looks to me as if they are portrayed as biblical characters, maybe even martyrs? They seem to be pleading with God, you can see their pain and anguish. It's a scene of despair .For me that makes the seemingly light hearted 'banter' between the soldiers as they murder these civilians below with a 'happy go lucky' approach even more spine tingly chilling.
Truly disturbing, haunting and emotional at the same time, I didn't expect to see such a powerful piece, let alone be moved by one.
