As in if you're going to do a lottery, then do it but don't sort your mates out first out of the lottery stock? I would emphasize that's not what I perceive to be happening here of course.
Weirdly though and with no justification whatsoever, I have faith in the forthcoming Jeremy Geddes lottery and can't explain why that it so. Perhaps it's just the way they conduct themselves overall?

i.e. Get those who enter to pay upfront or at the very least register their card details. But that would cost money to implement.
