The complaint you filed was opened after our 45 day deadline and as such, regrettably, we cannot look into this claim.
It is necessary for us to cap the timeframe for opening a buyer complaint. We have found that in most cases 45 days is a sufficient timeframe for a buyer to notify PayPal that they have not received their item, or that there is a problem with the item that they have received.
Additionally we are required to specify a set timeframe in our legal agreements. This lets sellers know that they should keep their postal information and other relevant transaction details for this period. It also reassures buyers that should something happen with their purchase within a 45 day period, they can open a complaint with PayPal.
PayPal’s Buyer Protection offers an additional layer of security, however this does not affect your consumer rights and we advise that you contact the Citizens Advice Bureau or Trading Standards for further information.
If you purchased the goods on an auction site you could also contact the customer support for that auction site to find out if they have a protection policy in place. We also recommend that you stay in contact with your seller in order to reach a resolution.

I don't think they have a time limit Federation got the right idea. Think has to min £100 spend though? (or whatever currency you use). Many years ago i bought Cirque du Soleil tickets off ebay. Turns out they where bought with a stolen credit card and because 45 days had passed payapl had no interest. There where over 20 of us and we all emailed paypal and fought to get our cash but their terms and conditions state 45 days so they fobbed us off. I ended up emailing my local financial ombudsman and they got me a refund. Could be an option for you?

500 x $7 = $3,500 not $35,000
Does not say which NPO the donation will be sent to.
Raised $40,000 in the words of BNE but donated 0 according to the above quote.
" We cannot deliver the same tee that was promised on March 22. We will start to ship orders out on July 1st. You will not see artwork until tees are delivered. The Collaborative T-Shirts has nothing to do with Banksy, and by purchasing one, you acknowledge and agree to that. Tees are all pre-order and made just for you, so all sales are final and there are no returns after delivery."
Basically you are buying a T shirt without seing the artwork that will be printed on the T shirt, if any artwork at all although and the T's on the site have a BNE label inside. Also by purchasing you agree that the T shirt is sold as is without refunds and all sales are final.
So there you have it what looks like a very expensive T shirt and so far not a cent donated to any water charity according to the words on the BNE site.
I have no issues with BNE as a person and all for guerilla graffiti etc and have no problems with BNE making T shirts and donating a percentage to a charity of his choosing.
So far it looks like people have bought T shirts and the charity sent the money back.

Everyone who requested a refund after the announcement that Banksy was not going to participate got an automatic refund from paypal. It took less than 30 minutes to get my money back. Im not sure what there is to be upset about at this point. Banksy said on his site that he was not involved, BNE confirmed that Banksy would not be involved, refunds were offered to everyone who bought based on the Banksy name. I had thought that everyone who stuck it out was in it just to help out water charities.

This was without a doubt a scam, every bit of it was false and duplicitous and there is 80 pages of discussion on it, along with the problems with the faile, invader, and shep shirts. Likely wherever you first heard about the shirt there was some information about the ensuing scandal and resolutions
Perhaps i mistook you for one of the people that foolishly stuck it out hoping for the shirt to in fact be a Banksy and that the whole thing was a childish prank, much like the folks who were ultimately disappointed by the Outis print release of a few months ago. Or who stuck it out thinking the there was a chance BNE was going to come through with something cool and not this lazy dreck that zazzle would be ashamed of. i mean come on it is not even a ringer tee.
But is is unfortunate, if you bought, waited for it to arrive and were not at all worried when it did not arrive after the 45 day paypal window you are out of luck. IM thinking that paypal has already done what they are willing to do on this matter, as they did literally hundreds of refunds and likely BNE has no more funds available in his paypal accounts to make restitution (at least if he is smart he doesn't, and i dont give him much credit for smarts)

I had thought that everyone who stuck it out was in it just to help out water charities. just ask Faile.... BNE claimed only 100 of each shirts were being sold and portions of those sales would be going to charity. In actuality he sold WAY more shirts than the 100 he claimed (how many, we'll never know) and didn't donate any of those extra sales to charity - 100% profit for him from people who thought they were helping a good cause and donating. also, the $35,000 still has not gone to charity... it's sitting in his bank account since charity:water refused it I wonder what will happen to those unused Faile certificates.

that said, he has come cleanish on the Banksy shirts, there was a good amount of time to get a refund, if you chose to stick it out you at least partially knew the risks. If you did not get any of the followup and are just checking back on the situation now it is a bummer, your def got hosed and you have in all likelyhood lost your opportunity to get restitution. This "collaboration tee" is not at all what BNE said it would be, not revealing the shirt in advance was ridiculous, do i think he was trying to run out the clock and profit from others hoping that the shirt would be flippable, yes. Then again that is still giving him a lot of credit for thinking things through, which he likely does not. So was absolutely a scam up front, but likely became more of a "Caveat emptor" situation after the first few days.
Regarding the Faile and Invader Tees, they were expensive and not quite as described, but all in all i do like my shirts, and have worn them. the folks who are in on the joke always dig them. In fact right after they shipped a number of us ended up at the same event all wearing the invader shirt. and i for sure want one of those faile COAs if anyone ever finds out where they landed

PP know the scam, they never required BNE to notify all customers to the 'change' in the product, so I'd say they'll be fairly careful to keep everyone happy.

I had no idea until I got my shirt and came online to see what was going on. No email saying anything changed I didn't even know about the refunds until I received my shirt and are no longer available. How is that not a scam? Because I don't keep up on social media it's my fault? Why didn't he email me when my order changed completely? Because it was a scam... Not to mention the amount of water it took to make these cheap super low quality tshirts. Holy s**t! Basically: I ordered a limited edition banksy collab tshirt made from an American company with a hologram. What I recieved was an open edition NON COLLAB tshirt made from an imported company with no hologram. That's a scam.

The onus really is on the seller to expressly inform buyers (by individual email in this instance) if an item description is changed after purchase. It isn't the responsibility of buyers to keep on top of whatever general statements the seller may later release through Instagram or whatnot.
flipflop — Persist with PayPal and insist upon a refund. If a customer advisor tries to fob you off, request that your case be escalated and reviewed by someone more senior. Don't accept their 45-day policy argument. It isn't equitable when items are only delivered by a seller after that period. PayPal is aware of this. And there's commercial sense in the company acquiescing to random "goodwill-gesture" policy exceptions, to reduce the risk of the policy actually being challenged in court by a disgruntled customer.
As a general comment, it's always worth keeping in mind that with large, bureaucratic companies, you'll often get different (and sometimes conflicting) responses depending on whom you happen to speak with on a given day.
If you receive no joy from PayPal, explain the situation to your credit or debit card issuer and pursue the matter on that front.

3). Why didn't you proofread the "Bansky" shirts before sending them to the printer?
