I would imagine the letter would go with the Lovers chipboard to its new home? To act as provenance, should the new owner decide to sell later on.
I find it odd that "Mobile Lovers" is the only Banksy not to have appeared on a mobile phone cover yet. You can even get the Cheltenham Phonebox piece on a phone cover. And that's not even a Banksy.

The enigmatic 3ft x 2ft picture of Queen Mary, dressed in mourning and holding a single red rose, was discovered yesterday morning."
