It's really easy. Click on their username and you'll be brought to their profile page. Then click the settings wheel (gear) and it'll give you the drop down option to block.
Now all i see when he posts is 'this post is blocked' and can only see it if i click it to reveal the post or when someone quotes him (which is why i was asking for those of you engaging with him to not quote).

Know there's a lot of people still here who have been part of the forum for much longer than that, but have to say that during the last year or so I've noticed a steady decline in the quality of stuff being posted. As others have already stated I thought this is a place to discuss urban art, not to abuse other people at will and brag like a spoiled kid in the playground. This thread is just about as pathetic as I've ever seen. Sooner the donkeys who are bringing this place down catch themselves on or just leave (you are not wanted) the better. Time to seriously reflect.....

Not all is lost, there have been and still are some great threads (won't name for fear of them being crashed) and some great members. It is unfortunate that a few can ruin a good thing
