Because it's what good galleries do when they don't want their living artists' OGs taking hit in auctions and damaging their market prospects. Perrotin refused to buy it back before going to Christies (which would have been the proper thing to do if they actually cared), and now selling so low below estimates is very damaging.
And I wouldn't call it price manipulation if you hold it at estimates, price manipulation is what OTI does.
