Yrs, I'm sure you are right. And yes, this is just one event, that's insignificant in the broader scheme of things, and probably no where near as foul as other things happening in the world right now and throughout history.
But right now, I just see this at face value, and it makes me hang my head in shame at humanity.

There will always be idiots and goading someone to jump should be considered some form of criminel intent.
Normally when someone is in distress or danger it would be illegal to refuse to help them. It's illegal in France. Don't know about the UK.
