Unless I'm missing something - you're pretty much talking both ends of the spectrum - backdoor (maybe ยฃ500 tops) - or signed (sh*t loads with a COA)

I've owned a few backdoors and have been offered many more, and have never see one thats signed. Also, I've never seen one thats stamped. I would personally find this a bit more concerning as adding the signature and stamp would be a tactic utilized by someone attempting to forge a print (i.e. make it look like the rest of the edition when in reality most proofs have printing variations or damage which is why they weren't included in the run in the first place).
Your best tactic is to nail down provenance. See if you can get correspondence (preferably signed) tracing it back to Banksy. If you can't, I wouldn't pay more then a nominal amount for it. Good luck!
