Pobel is concerned about the situation in northern Norway and the government is concidering starting oil production in that area. People in the north are worried that oil-production will cause trouble for the wild life and traditional industries like fishing. The cod is a symbol of the way of living in the north and that's why he plays with god/cod. A strong image IMO.

I really wanted the fisherman with the surfboard, and a actively sort it for a couple of years, but now I've changed my wants and needs.....
I'd still grab it given the opportunity

I think it may have a particular resonance for residents of Norway with which I can only vaguely empathise, but I think there are still pleasures here for the non-Norwegians. For a start, of all the things a man could be pictured holding to his chest while wailing like he's cradling the still-warm corpse of his freshly run-over grandma, an enormous fish is among the funniest*.

I've always (probably incorrectly) thought these works (this, Lofoten, Ice Ice Baby) carried environmental messages around global warming, over-fishing etc that whilst local in their depiction of the fishermen were global in the message. I like that he raises them in humorous way.
But it might just be a bloke crying over a big fish.
