1. The OP lost $1,000. Any legal action (even if he lived in MA) would be $2500 to proceed with AND the person has to have asset to attack. Jason has no assets, at least not in his name and no corporate in his name that he is putting them on. He is for all intents and purposes judgment proof. To be frank, I'd bet Jason either does this to cover living expenses or he has a vice of some sort.
2. Police don't care. Yes it's fraud, yes it's over state lines (for the US cases). Yes it could be prosecutable. However unless you know a cop in the area and likely know a DA in the area, nothing is going to happen. It's functionally your word against his and the police will want nothing to do with it. Drugs, Terrosism, that's all that you could make this about to get them to move. Someone stole over 1,000,000 of data from me and only because I know city officials and cops in my local area was I able to get the guy carted out of his office in cuffs. Even with that, the DA didn't want to touch the case.

Exactly. No outcome, then I think the affected parties should take collective action to find an 'alternative' method of debt recovery and to permanently stop this...see if he can get to the post office with broken legs etc maybe?

That goes for all people actually. If you're doing an international transaction and you're not sure about the person you're dealing with, use a gallery in that person's local area to help facilitate the transaction.
Some may charge a small fee but it's definitely worth it for peace of mind and if someones scamming you, at this point they'll normally back off.

You can pursue a lawsuit and it is your right to do so. You can get him on several charges including fraud, grand theft, conspiracy and even larceny. Always remember too, banks will help you when a lawsuit comes into play. Also, enforcement might be hard but it has been done. In fact, I have seen it successful with jewelry and goods.
Find an attorney and even more so, be ready to spend some money on services rendered. IMO, anything over 10K is work pursuing.
