The dollar is heavily symbolic. It matters not what denomination the bills are. In fact IMO it works better with dollar bills than it would do with higher denominations.

If you were on the street and a $1 bill blew out of your hand and landed on the sidewalk where a dog promptly squatted over it and took a huge wet shit . Baring any extraneous circumstances, such as that was your last dollar and you needed it to take the bus 10 miles uptown to visit your dying mother; you'd laugh and let it rest in peace. But replace that $1 bill with a $100 and almost anyone would try and slide it out from under the pile of wet crap with the intention of cleaning it off to put back in their wallet. You'd have people walking around with shit stained $100s in their hands looking for a hose or a towel to wipe it off. A lot more people will get shit on their hands for a 100 than a 1 dollar bill.
I think people view an art piece made of $1s with "greed" written on it and see the symbolism but they don't think to take it personally. The simple thought is "America is greedy", but they don't think of their own greed or how the two are innertwined. If you take the same piece and make it with hundreds, then all the people who'd be walking around with shit on their hands have to stop and think about the piece in a more self-reflective manner. I think I like art that conjours more intropection and 100s would do that for me far better than 1s.
