They floated it completely wrong! I agree with WOOF you should get them to pay for a brand new print. There is no way to fix that kind of damage.

But I think you should use acid free conservation materials and specialist float mounting methods that can be gently removed with brush and (deionised) water. I only have basic framing skills myself, and there is more than one way to skin a cat.
Edit: wow just read @buckwurst post. Flippin' heck, looks like they are totally winging it, learning on the job, or not. I'd be mad and certainly never use them again. With regard to bad experiences of framers ... where would I begin. This is why I've been gradually learning to do more aspects of framing myself. I've had framers cut down a print of mine before, and when I realised, they told me it didn't matter because it was only the boarder. I don't really have any useful advise, but you do have my fullest of sympathies.

Agreed. This is a strong image. Slightly mooted colourways lends itself to the technicolor film era. I far prefer this to the couples therapy, great artist..
