JPs sold in May (link) and asking / buy prices have accelerated since. Im afraid nobody is giving away Banksys underpriced now, its a sellers market when you can find one.
Good luck anyhow, you need to adjust your offer upwards quite a lot IMO.

I'd highly advise that you aim for a signed under $10k, or others.
I personally think there are many superior Banksy prints that you can get unsigned for less than that; some of the classics. Unsigned napalm, barcode, GWB; the list goes on.

Theres no point in buying a signed of an image youre not as keen on, figure out youre budget then which is youre fav image within that budget and go for it  sale ends is one of the best and you'll get most unsigned for $10k except gwb and rc. If one of youre favs is signed and within that price go for that, not many about now tho', good luck!!
