Kaws asian buyers are spending their own cashola. Traditionally Asians are fantastic savers only spending the money that they have (or stole... teehee). No major lending institutions will want art on their books, and if so, the capital exposure will be miniscule because of Basel III and government regulation.
Please don't get the two scenarios mixed up as the funding for both are fundamentally different.

Hopefully this helps on INTL shipping, I live in California and just received my shipping confirmation yesterday.
It came from Sam Hollands at the Brooklyn Museum who handles special events. His email is:

My guess is that if it takes this long to ship across the states the INTL orders might start shipping now.
In terms of packaging from the pictures I've seen its only the plastic sleeve and a small padded envelope so we are all holding our breath on how they will arrive 
Also this is my first post and excited to become a part of this community!!

Its a different colour variation, they probably tested different variants. Hence the 'scraps' or didn't make an official edition. I can see 3+ different colour combos of the latest release online.

I've also seen an example on the Kaws Facebook group of 2 very, very similar.
As they're cut from mostly the same set of prints, if there's 250 and 10 cut from each print (I've not done the measurements/maths), would that make roughly 25 matching of each "section" ? But maybe there's a bit more variation than that !!
