Unfortunately I believe most on this forum that owned a banksy work at some point would fit that bill.

We negotiated the deal and met in a reputable frame shop (many forum members use) for inspection. We used the gallery owner as the middle man as I intended to frame with him. We then met at a large bank and transferred funds in exchange for COA. This entire transaction took place over multiple days and we were able to do this deal in person. We talked for weeks in advance of the sale... All of this was documented with bill of sale signed by both parties.
This was all presented to PC and they transferred ownership to me within a couple of months. They did not seem to have any issue with this type of transaction. I think they are simply trying to help out with more remote transactions where a face to face meetup is not possible. I think we all know finding the "right" piece by Banksy can be difficult and even more difficult to find in your city. My guess (not that I know much) is they are trying to help out when tens of thousands (or more) dollars are being wired between little known acquaintances who have never seen each other's face... Anyone can claim to be a gallery...
