The admin fee is made up by the courier company. It's not import duty. I'm happy to pay a fee within reason, since they do the job of putting the package through customs. Royal Mail's fee is £8, which is fine, and they alert you to the fee before delivery. You have to pay online, then they deliver. Everyone knows where they stand.

TNT charges a £20 admin fee, way higher than any other courier company I'm aware of. They don't tell you before delivery, but send you an invoice a week or so later, saying they've paid all the charges on your behalf and now you owe them, not only the import duties but their arbitrary fee. I have no contract with TNT - NGV employed them, not me - so their admin fee is not enforceable. I didn't ask them to pay my import duties in advance. I didn't ask them to do anything. You can't insist someone pay a fee they haven't agreed to, after you've completed your work. Imagine if every time you had post delivered, two weeks later you got an invoice saying, 'There's actually an extra £10 you owe us for that delivery, we've decided'. 

If TNT had said they'd deliver my £45 parcel but only after I pay them an additional £40, I'd have refused and told them to return it so I could be refunded. They know that would probably happen a lot, so they charge you after. 

N.B. I have never and would never refuse to pay the import fees.
