I was thinking since this is a Hong Kong based gallery that released these prints.
Maybe due to the COVID-19 crisis they have chosen to do it this way.
Since travelling and logistics are more difficult due to the crisis.

That's unacceptable IMO. A signed COA is not even close to the same thing as the art being signed.

I guess they don't want to risk shipping the prints back and forward, and the artists can't travel for the foreseeable future either!
