And if Mason Storm has done that using the same technique as Banksy - employing someone else to do the painting, whilst piggybacking the success of another artist then he's executed that concept pretty well in my book.

Because contrary to what Matt posted earlier in the thread copying, reproduction and plagiarism has been a concept in the visual arts since ancient civilizations. There have been many reasons for artists to do it. Those reasons range from honouring another artist, developing and proving one's own skills and abilities against another's, and unfortunately deception.
I personally feel there's a touch of performance at play. I don't believe that Mason Storm has painted anything for Banksy although it is obvious others have. Due to the way Banksy operates with anonymity and NDAs etc. there is an opportunity for anyone who is inclined to, to 'play at being Banksy', without actually ever specifically claiming to be him. They can do it, because there's very little Banksy can do about them doing it.
