You are obviously fairly sure you can be definitive about that but I think you must cherish a very limited definition of the word "artist". Let me be the first to disagree with your denouncement of Kid Acne. Kid Acne - Smoke And mirrorsThat wall is commercially available to anyone hiring the Village Underground premises, many don't need it in which case it becomes available to artists on an organised basis. So, my speculation is there is no disrepect from Kid Acne in painting over the Phlegm, he just got the gig to paint the wall. That's the case now, I don't believe that was the case when Eine painted Vandalism there.
Ok fair point but its a shame to see such an dismal piece of "art work "(if you want to call it that ) being slapped over such a talented artists piece...I know it not ment to last forever and not everyones cup of tea but a least he could of done the panels around the front and left the large phlegm a while longer for others to enjoy  to me that's been one of the best on that wall for a long long time
