I would imagine the artist knew well that it wouldn't last long given the medium/placement. Afterall he did post the location of an easily removed, potentially expensive artwork on the streets of london, the outcome was pretty predictable.
He could have photographed it and removed the Drones but left it to live out it's (most likely short) lifespan as a piece of street art, whether tagged, stolen or claimed by the the council and publicly displayed out of context. One thing's for sure, it wasn't staying in situ which guaranteed a short existence. Once removed its not the complete artwork.
I would imagine the main purpose is getting the message across, then it's down to nature to take it's course as a street piece, he probably won't get too hung up on what happens after the jobs done. He might even smile himself at this.
