I don't think so. Mixed media = more than one medium has been employed.
Silkscreen is a medium. The hand finishing involves a few different mediums(paint, pencil, ink, etc.).

But if you have a canvas and apply paint and say paper then that is a mixed media piece because another media (i.e. paper) has been used.
