The Crude oils were mostly from private collections so they couldn't donate one of those.

Yeah, the PR of having a quality piece up in display in the Bristol City Museum for years to come! is a great opportunity, even for Banksy.
Plus I don't see this choice really making much sense displayed on its own

Sure it will liven up the visit of many school parties. Think there was a monkey on bomb canvas on display before the show - not sure if this was on loan or another donation to the museum. Either way we do not know for sure if the angel has been donated, or if it has, is the only donation.
