I don't know Beadle's About enough to comment. But if you're referring to hidden camera shows generally, I doubt they would have participated in this type of thing.
It comes down to intent and degree.
Flick someone with a rubber band once and it may be funny. You can laugh about it together with the "flickee" afterwards. Flick someone with a rubber band 50 times over the course of an hour and it's a different story. The purpose then is just to cause upset and distress. Of course the "flickers" may still find that funny and call it a "prank". I would call it the actions of sadistic fucks.
These are the type of people who roam around in gangs, look for lone individuals, and then indulge in "happy slapping" or random beatings whilst filming it all with their cameraphones. I'm sure there are many who find that amusing too.

The modern day equivalent of the victorian freak show is x-factor where at the audition stage a collection of unfortunate individuals are wheeled out for their 10 minutes of public humiliation. You just know that prior to these individuals appearing before the camera they have been primed by some pretty researcher who has flattered their egos and said things like "The judges love confident people - say you are the next mariah carey" etc.
Then we all get to laugh at these people and their curious mix of lack of talent/looks and bizarre self-confidence.
Personally I find it incredibly distateful and just plain wrong. It does concern me that this is the way that our society treats some of its more vulnerable people (many of the people up for this clearly have mental health issues).
