It's not on Council property, so councillers wont profit no matter what happens to it (I get what you mean though).

Coz it's on private property the council can't force them to buff it - ISTR they've used a planning law to say it can't stay (like when someone puts up a dodgy extension on their house without getting proper planning permission).

My guess is the owner is covering it to give time perhaps to apply for permission retrospectively, or wait until the council's mood has changed in, say, 5 years.

What would be funniest is if the cover is as Replete suggests, one of those giant ad hoardings, but instead of an ad it is a lifesize reproduction of the piece underneath. Can't be classed as graffiti then, coz it's a photograph.

The defaced piece was produced to raise funds for Aids research, and the Essex Rd piece was purchased by Steve Laz with the funds being given to Ken as a party donation. Ken in return helped arrange the lease for Leake St.
