"Hackney Council has offered to help the owner of the Stoke Newington wall graced by street artist Banksy to keep the artwork - after destroying it last year.
Town hall officials have written to Sophie Attrill, property manager of 129 Stoke Newington Church Street, offering to protect the mural which has adored her building for over eight years.
Residents accused town hall bosses of vandalism when its workmen covered the artwork in black paint in September.
Ms Attrill's father who owns the building, Stylianous Marcou, has now had to apply for retrospective planning permission in order to keep the wall art.
Ms Attrill said her family had decided not to sue the council over the destruction of the Banksy.
"We feel that would really just be taking money from our neighbours," she said.
"Banksy came to us really overnight. We never wanted to cash in on it. It was for us and it was for the people of Hackney."
She said they wanted to try to restore the artwork by removing the council's black paint and keep it on show for the benefit of the public. She said the council had offered to pay for the restoration.
"I think it's just a big embarrassment for them," she said.
Mr Marcou also owns vacant adjacent properties 131 to 133 Stoke Newington Church Street and hopes to redevelop them with a view of the Banksy artwork.
Alan Laing, Cabinet Member for Neighbourhoods said the council had written to Ms Atrill explaining that it could offer help with preserving the still-visible parts of the Banksy.
"This might involve adding an extra layer of paint to protect remaining visible parts of the Banksy from being tagged," he said.
"The council has also offered to assist Ms Attrill with the process of completing her application for retrospective planning permission. We are awaiting Ms Attrill's response."
A spokeswoman for the council said retrospective planning permission was needed when building modifications were made without prior permission, but that town hall bosses were currently looking at using the measure to control graffiti."
