It had been on ebay at ยฃ5K for quite a while so I can't really see how anyone else could have "missed out" on it. He's asking ยฃ17k but is accepting offers so I can't really see what the problem is.
Since he bought it on the secondary market anyway he is not flipping it and no one is hurt so why all the negativity?

The work is dated 1999, according to the National Portrait gallery for the BP Portrait Award 2000... he took a 1 month cultural residency in Japan, producing drawings and paintings, in 1999, and that in 2000 he was a graphic designer living in Hove.
