I dont think that matter. In early 2000 Banksy made 6 canvases for a hip hop club in Bergen, Norway. This was before he was famous. They were never intended to be sold. In mid 2000 they sold for ยฃ150000. I don't think these come with PC, but the authenticity is undoubtedly.

I'm not aware of a successful sale of a removed street piece (of the steel encased concrete wall variety) - I'm sure there's plenty of the more wall friendly road signs etc that have changed hands but (living in a bubble) I just never see confirmed sales and they turn up at Bank Robber 'events' over and again

Max rate for CGT would be 28%. They should have left it attached to the truck as CGT doesn't usually apply to the sale of vehicles! HMT office might see that a bit differently though!
