Its a bit different when you line up and take 5 of them. They probably take an interest in what happens to them, but it must be a nightmare to work out who has sold what as thie next year they will put it under different names etc

If the initial tube containing the print is lost or stolen, the finder only has the print and will not receive a COA from PC to get any value on the secondary market. By separating them into 2 shipments (with the COA needing a signature to release for delivery) they are protecting the buyer and insuring that few, if any, stolen prints hit ebay or some other market venue. It's a well thought out system making any theft and would be sale difficult at best.

The grey edt was given the coa at point of sale hence straight on eBay where as the green edt will need to wait due to pow t&c

If they really want to get the work into the hands of the collectors, rather than the people (15% or so) who can manage to spend a night on the cold streets of London to make a swift grand and then turn this around then surely they will favour a lottery from hereon in?
Personally think once Christmas is over and the old CC bills end up on the mat then there will be more green's available....
