That tells you he knows that he wont get that and will listen to an offer but my offer is 70% of what he put up and knew he would not get. So if you say he wanted 3000 i have offered 75%

It maybe not enough for the seller to part with it on this occasion, but for them to ignore you when you are offering a considerable amount of money I would say tells you enough about them as a seller to maybe look elsewhere. (In my opinion, but then maybe im just too polite).
