These are all over the place at the moment and people do not follow through with ebay auctions.
the price should include a framed one (professionally) with full pest control coa.

It's simple ....how much do you want ! To have framed & certificated this you must have an idea of its worth ,to suggest otherwise is pretty insulting .

Once you get above a couple of grand I don't think you can factor the frame into the price. IMO !
CYW: I have no idea how these fetch so much !!
