In all honesty, I think that POW were a bit more rogue back in the early days. The lower numbered prints were alleged to have been numbered in person by Banksy and there's a bit of rumour to suggest that this could be accurate. The embossing chiefly seems to feature on the later editions. I am sure that someone has a more concrete answer for you.
By way of update with my own print, I have requested a replacement COA and am resigned to selling it sooner rather than later so I'm hoping that it's not too protracted a process.

Getting the COA might b protracted but you'll need a sh!tty stick to beat off the buyers once you put it up for sale

bit of trivia: in la 2006, while laz numbered the majority of the 'barely legal' prints, many others were done (very neatly I should add) by kelsey brookes. and as for the remainder - dubbed 'barely legible' at the time - well, sorry about those ones...
