I'd guess they're both tribute acts, because the spray patterns don't look as assured and quick as genuine Banksy sprays. They've been sprayed a bit randomly, B normally sprays in lines, very fast, leaving some crisp lines and some blurred. With these two the whole rat is slightly stodgy-looking.
However this is pure conjecture.

The second Rat was located on a side street between Kingsland Road and Hackney Road that ran along the railway arches.
But one whole half of this massive gate with the rat on it was stolen back in March!
