I think it's trying to say that toffs (which Cameron is) have an expectation that they are BORN TO RULE. Cameron is trying to appear to dum down to appeal to the lower classes, hence the graffiti. This is probably just an affectation on his part. Also presenting the image with a spray paint can is adding to the wrongness of the image.
I can see that's the intention, but... just looks like an arrogant smug tory git spraying "Born to Rule" for a laugh at our expense. Don't see how it can work if what the character is doing isn't actually out of chracter.
Needs a kid behind him in a hoody swinging a big f*cking axe.. IMO

The Bullingdon photo suggests otherwise. The born to rule print plays on the photo referencing both Cameron's Eton/ Oxford past and his attempts to connect with the new urban (hug a hoodie) Britain. Clever, underrated and funny.
