But it already is, no? The photo of the riots a couple weeks ago was in stokes croft, right below the mild mild west. Granted they weren't teddy bear ravers rioting over tesco but the photo had coppers and shields crowded right below their depiction in that composition and now he's taken a twist on the molotov cocktail from that painting and giving the proceeds to the peoples republic.

Banksy is doing this to raise money for PSRC.
Option1
He publicises it. They sell more. They make more money. Job Done. (and yes, some of those sold will be resold for profit, but the original ones had raised funds)
Option2
No one says anything They sell a few to a few people who attend the book fair. They make little money. Less funds for PRSC (and those who happened to go there can then sell them on for a greater project).
The bottom line is Banksy has dontated this image to raise funds for PRSC.
(The only thing they could have done to raise even more cash would be to sell them for twice the price, or to sell them online as well - and there's no way the guys at PRSC are set up for worldwide orders - Bristol Museum shop couldn't cope, PRSC can't either)
