IMPORTING FROM NORWAY, by Shoot Again on Jan 12, 2013 14:19:11 GMT 1, You've been charged 20% Customs fees (instead of 5% as should be for limited edition print), which they always try first hoping you won't find the strengh to go through the hassle / paperworks to get the 15% back ! The £8 extra will be lost for sure though... Good luck (NB : I'm currently in the same process for my JR print my wife bought on eBay for Xmas from Norway...)

IMPORTING FROM NORWAY, by fairplay1974 on Jan 12, 2013 14:24:39 GMT 1, Yep customs and parcelforce are a pain... These days I get any sender from outside EU to write the VAT code for limited edition/hand finished/original art on the customs declaration and shipping note. Since doing that I haven't had any issues.

'Work of Art. Tariff Heading 9701.'

IMPORTING FROM NORWAY, by Deleted on Jan 12, 2013 21:05:58 GMT 1, Evening FP and all - isn't it the case that the works have to have been produced by the artist to qualify? i.e. screen prints / hand finished prints count, giclee's don't?
In the event of the former then 5% is applicable, the latter - bugger?

IMPORTING FROM NORWAY, by Gard on Jan 12, 2013 21:15:48 GMT 1, In Norway it depends on how you describe it. You have to say that the artist numbered and signed it, and that's why it's an original work of art. I have never had any problems when I describe a print that way.

IMPORTING FROM NORWAY, by stickitup on Jan 14, 2013 16:08:27 GMT 1, Print runs count as original works of art. I recall having a chat with HMRC regarding print runs and they said a pretty nebulous answer in that 5% import fees can apply (to originals in relation to prints) as long as the edition was not open, however an edition of for instance 10,000 would not qualify, of course I asked well there must be a figure which denotes a print run to make it qualify as an original and the guy answered at present there isn't, reasonable discretion was as best as they could do.

IMPORTING FROM NORWAY, by fairplay1974 on Jan 14, 2013 19:54:36 GMT 1, 9701 has always worked for me, lets face it your average customs officer is not going to know a numbered/signed screenprint with hand finishing from a complete canvas OG. Used it several times so far and had 5% fees every time.
I'll even add twice they've not even bothered to open the tubes, if the documentation is good, clearly reasonable in terms of the type of package and well filled out think it goes a long way to helping you out.

IMPORTING FROM NORWAY, by Johnnyroyale on Jan 14, 2013 21:38:09 GMT 1, I recieved a pobel from norway in december no vat charge similarly no charges from purchases previously made from handmadeposters- guess ive been lucky. On the other hand getting the sender to mark correct custom code has never worked for me customs bang on the 20% regardless ive currently got a claim in for an Espo that was clearly marked. Only upside is that by marking with correct custom code you can use the parcel document to evidence a claim - so far claims ive made have been accepted although on average take around 2 months . I also make sure i enclose a print out of the artist/gallery website to verify claims.

IMPORTING FROM NORWAY, by fairplay1974 on Jan 14, 2013 21:46:30 GMT 1, Was just about to add johnny that in worse case adding the correct VAT code cannot hurt and be used to support any claim, as you went on to say. Can only help in that situation that you've tried to aid the customs process (as well as your own pocket!) in the first place. I've been lucky each time, no issues, but with customs it definitely seems to be a game of roulette :-)

IMPORTING FROM NORWAY, by stickitup on Jan 15, 2013 13:30:53 GMT 1, I should state -as I do this for a living- the sculptural part has a little extra twist, an original sculpture can only ever be counted as such from an edition of 8 or fewer and no more, for instance if the edition is 9 the whole edition and each individual sculpture cannot be treated as "original" and is subject to 20% VAT.
