Import Duty from Portugal, by chrispa on Jan 13, 2017 23:58:17 GMT 1, Hi I bought from the Underdogs gallery in Portuugal before Christmas and I am in the UK I am now being asked by FedEx to pay import VAT on the art because "the goods are not in free circulation"
I have never heard of this before and as Portugal and the UK are in the EU my expectation is VAT is paid in Portugal and there are no duties between EU countries
Has anyone else bought from Underdaogs and been charged duty? Anyone come across this before?
I am close to telling FedEx where to stick their request for VAT...but I just want to make sure that there is not a reason that this is valid (Underdogs seem to know nothing about any of this)

you donโt have to pay duty on goods that have been produced in the eu. these goods are โin free circulationโ in all eu countries. this also covers goods from outside the eu, so long as duty has already been paid on them at the point of importing them.
for example: a portuguese company imports some artwork from china and pays duty on them. they are now in free circulation and you can move them to the uk or any other country within the eu without paying further duties.
