As the soot is turned into printing ink, which is solid when dry, I guess their theory is the carbon won't re-enter the atmosphere even when the paper on which it is printed is disposed of, thereby improving air quality.
The scale of collection required to have a significant improvement on air quality would be huge and difficult though, given the reliance on small soot capture devices fitted to cars, cranes and boats. I imagine that as they scale they will look to produce large versions of those devices which just filter the air directly, or focus on selling the tech to factories with chimneys (as they mention). Another interesting thing is that I don't think this has any impact on reducing greenhouse gases in the atmosphere, as it is gases like Carbon Dioxide, Methane and Nitrogen Dioxide which cause global warming, not soot (which is just carbon dust I think).
