These were never prime time auctions with far fewer eyeballs perusing than May/June and Oct/Nov. 20 years ago it was a sign of weakness to consign to these auctions as the fireworks are largely absent compared with the high season sales. Therefore, these are particularly aggressive teaser estimates given the concentration to Hirst and seasonality in the hopes to inspire bidding at a time when most people simply aren't paying attention.
To be fair, there are more people following these September sales than ever before but that is a recent phenomenon. A bit of a gamble to package a single collection in the month of Sep. vs. breaking it up and allocating much of it to morning and day sales in October and November without the Dunphy name headlining the sale.

I have no idea how the lots compare with similar pieces by Hirst on the secondary market taht are available to buy.
I like it when an auction house sets an estimate of 80 to 120 on everything like on Flogit.
