Unless UNIQLO requires him to sign, you are going to need to corner him. He will not sign if you are in a crowd.

There's a ton of line cutters and at the end, there's a guy that makes sure that he only signs the Uniqlo thing. Of course if you pull something out and the security guy doesn't see it Murakami (and I'm sure Kaws) would sign it too (he can't be the bad guy). On another note, I did see Kaws randomly at the William Vale hotel on a random Tuesday afternoon so the guy does actually walk around the city!
