In my experiences with FedEx (and I would anticipate the same being true for other private couriers), you have to appeal the charges directly through them.
I’ve found that, even if the invoice/paperwork clearly states the correct tariff code for 5%, private couriers are often ignoring and applying a generic code for duty at 20%. They’re all as bad as each other but, in fairness, some do amend their charges without too many issues.
Good luck with resolving this and I share your frustrations having experienced similar a number of times now.

UPS seem to be serial offenders and I consistently seem to have issues with them. The issue I had with them is getting an invoice. You need something to substantiate your claim with HMRC and they won’t answer emails or the phone. Basically had to pay an online PayPal demand. Even the credit card and PayPal weren’t interested. I ask anyone sending me stuff not to use the thieves.

You have to use form C285 when claiming back from HMRC if it was delivered via courier.
First you will need to request your clearance documents from UPS as it contains info you will need in order to fill in the form. UPS take a while to respond to emails though so you have to be patient.
