PayPal, by stevesoho on Nov 29, 2009 4:30:54 GMT 1, to my knowledge, paypal and ebay have joined together to offer a safer service,
on ebay its mainly to do with fakes being sold in terms of items like Louis Vuitton,
so what i can tell with my buying on ebay is now there not making funds ava to the seller until the buyer leaves feedback,

no offense to the OP, but i think art falls into that category.

PayPal, by ricobenfico on Nov 29, 2009 18:56:34 GMT 1, This happened to me too but i thought it was because my registered credit card had changed recently. I had to update some details. But by the sounds of it, it's not just about that.
Thing is, my money is held, I post the item, the buyer doesn't post any feedback or claims it's 'fake/faulty/not recevied etc' then what?!?!? Money not released and we've lost the item we sold? not exactly fair or very clear is it?
GRRrrrrrrr I hate Paypal........................

2. Temporary Holds for Disputed Transactions
A new Section 10.1.d is being added to consolidate and clarify the position on temporary holds for disputed transactions as already described in Section 11.4 (and in relation to the eBay resolution process). Section 10.1.d will read as follows:
โ10.1.d Temporary Holds for Disputed Transactions. If a buyer files a Claim, Chargeback or Reversal on a payment you received, PayPal will place a temporary hold on the funds in your Account to cover the full amount of the Claim, Chargeback or Reversal. In placing such a hold, we will not restrict your use of the Account with regard to funds other than those disputed or at risk under the Claim, Chargeback or Reversal, unless we have another reason for doing so. If you win the dispute or if the payment is eligible for a payment under the terms of PayPal Seller Protection, we will release the hold and restore your access to the applicable funds. If you lose the dispute, PayPal will remove the funds from your Account. This process also applies to claims that a buyer files with eBay through the eBay resolution process if your PayPal Account is your reimbursement method for buyer claims and eBay has notified us of the claim. Claims filed directly with eBay are governed by eBay policy and are not covered by the terms of the PayPal Seller Protection programme.โ
Section 11.4 will now read as follows:
โ11.4 What happens when a buyer files a Claim, Chargeback, or Reversal?
PayPal will place a temporary hold on the funds in your Account to cover the full amount of the Claim, Chargeback, or Reversal. See section 10.1.d for further details about the temporary hold process.โ
3. Third party rights
Section 14.8 is being updated to clarify that eBay, as a third party, may rely on its rights as specified in the PayPal User Agreement. Section 14.8 will now read as follows:
โ14.8 Complete Agreement and third party rights. This Agreement sets forth the entire understanding between you and PayPal with respect to the Service. Sections 1, 7, 8, 10, 14 and 15, as well as any other terms which by their nature should survive, will survive the termination of this Agreement. If any provision of this Agreement is held to be invalid or unenforceable, such provision shall be struck out and the remaining provisions shall be enforced. A person who is not a party to this Agreement has no rights under the Contracts (Rights of Third Parties) Act 1999 to rely upon or enforce any term of this Agreement (except for eBay in respect of its rights as specified in this Agreement) but this does not affect any right or remedy of third parties which exists or is available apart from that Act.โ
* Amendment to the PayPal Privacy Policy
1. Disclosure to Third Parties other than PayPal Customers
The Privacy Policy is being amended such that PayPal may disclose certain PayPal customer information to the following additional third parties (if applicable) for the following purposes:

PayPal, by stopki on Nov 29, 2009 22:26:29 GMT 1, to be honest i have had a really shitty experience recently with paypal. and the buyer will always win pretty much.
theres nothing you can do about it. some arse brought a faile print off me and then complained that it had stains on it.. and paypal said i should have explained that in the original listing..
the buyer new what they were doing total wankeeer. and would have kept the print and got there money back but i dont like to loose. and i won in the end from paypal.
but they are not nice in instances like this.

PayPal, by manchestermike on Nov 29, 2009 22:38:42 GMT 1, isn't this poilcy just for sellers with low/zero feedback?
Nope!
I've got a business account with over 3000 feedback - not selling any good that could be seen as branded or as fake - yet I still have to go through paypal holding all funds 21 days!
