How things proceed totally depend on how you speak to the police/pcso/security, I've been to photography forum meets where members had already decided to 'kick right off' if approached.
These people are just doing a job, the people who call me a paedophile for being in the square mile as their children on the otherhand....

I think that's why they came down hard on him. Don't see why you'd be done for taking photos of graff/street art etc.

You can also not be searched in depth without a warrent you or your car but people want to comply and/or go on there way quickly and not have to play stupid games with police.
And as for police state there are roughly 400 people to each police officer so its only a police state because we have allowed it.

Not sure if this was a case where the police initially thought that the person was a writer but found they only had evidence to proceed as they did. This case is very different from those where people are stopped from taking pictures near tourist/ potential terror attack spots. The court has simply exercised a power to stop this person trespassing on other peoples property.
