The reason you dont see much work on this scale in the UK is in greece and most of europe in general the authorities tend to celebrate and fund art in the community. Probably down to the long history of murals being painted in these societies (and the avaliabilty of suitable surfaces and sunshine doesnt hurt).
Most UK councils are hostile to the idea of art on the steets or try a half arsed/two faced approach of funding some tiny workshops/events then try smother the scene by closing down legal walls and not make long term funding/wall spaces available.
The only time you usally tend to see works on this scale here is if they are paid for as adverts/events or illegal works done in out of the way places that the public never venture.
The funny thing is that it costs way less to get some graf writers to paint a mural on the side of a builiding than to get it painted conventionally in a blank layer of paint. Most would do it for little or no payment, just to have the oppertunity to paint such a large piece.
