Can anyone confirm this?? If not anyone know a good place to buy some?? I have seen some in craft stores but not sure if its the same kind used in high end painting.
Any info anyone could lend on this topic would be greatly appreciated.

I think it's applied as a finish to prints while the ink is drying along the lines of a icing duster?? It's cheap enough to buy, trial and error??

You can get many different colors. Less than $10. You have to wear a mask when you add it to your ink, you do not want to inhale such things. I'll post a photo of the container soon.
