Maybe $23K only gets psedo-Faile...? If Pat/Pat drew up & designed & laid out the mural, I guess that basically counts, IMO?
It's not like they're commissioning Banksy to do a canvas, and want to make sure he's the one actually holding the stencil and spray can --- right?
Definitely think it's a bigger deal with the Brooklyn vs. local talent debate; how many more than 1 single artist could $23,000 have been used for, utilizing local artists and therefor reinforcing morale and 'community' sense?
Instead, now there's just a massive Brooklyn piece begging for an Omaring aka completely missing the point of the anti-graffiti grants from the getgo.

i can understand that artist could not be everywhere at the same time and have many many things to do, but it seems that a few artists don't do anymore walls at all!
How Faile don't do walls, even in there own city while JR is traveling all over the world to paste his portraits?

would people be angry to find out that shepard fairey didn't personally pull screens or press 'Print' buttons on their $50 Obey releases? *obv. exclude the special ones i.e. Risk/Cope2/HPM, etc.

And while "street artists" once, they have grown to museum shows and the NYC Ballet. Do people really expect them to hang out there for a week painting a highway wall? Get real.
