Rupert Maas can't really go wrong with his valuation (for insurance usually)

Yes wiz but why was it put there? Because it's near the boys club. And why was that important? Because he wanted them to have it. If he wasn't bothered he wouldn't have got involved when the museum tried to claim it.
It was a setup from the beginning, this isn't a random piece of street art at all, banksy fully intended for it to become a major news story with a charitable angle.
Nothing wrong with that IMO, my point is only that the COA situation wouldn't set any dangerous precedents as it's obvious the piece was intended for resale from the start.
