I agree with all of the above but as a matter of policy, I'd be surprised if they would issue a COA given the unintended consequences of doing so (i could be very wrong). Likewise, you can be certain that all 3 of those houses listed will not sell a work in the absence of a COA which explains why this is being valued where it is. The letter was a very nice gesture but doesn't change the fact that it was still an outdoor piece and they've been crystal clear about their position on outdoor works since '08. I'm certainly not trying to be argumentative here either so I hope that it's not coming across that way. |

Most street works will never have a letter from the artist so this one will always carry an seemingly unique cachet.

Rupert Maas can't really go wrong with his valuation (for insurance usually)

In 2006 Maas was duped into paying £20,000 for a faked art work claimed to be by fairyland painter John Anster Fitzgerald (1823–1906).[3]"

Yes wiz but why was it put there? Because it's near the boys club. And why was that important? Because he wanted them to have it. If he wasn't bothered he wouldn't have got involved when the museum tried to claim it.
It was a setup from the beginning, this isn't a random piece of street art at all, banksy fully intended for it to become a major news story with a charitable angle.
Nothing wrong with that IMO, my point is only that the COA situation wouldn't set any dangerous precedents as it's obvious the piece was intended for resale from the start.
